What's in a tag? Lessons from Japan on gender integration in climate finance

The UNFCCC treats gender-responsive climate action as a cross-cutting mandate, yet we know remarkably little about what this looks like at the level of individual projects. This paper examines how gender is actually integrated in climate finance projects by taking Japan’s gender-tagged climate finance – specific projects scored “principal” or “significant” on the DAC gender equality policy marker and Rio climate markers – as a case study, and surfacing project-level findings grounded in Fraser’s (1995, 2005, 2008) theory of justice and the OECD DAC gender equality continuum.
